Yes, with varied success and very seasonal while the races are going on (we run a 12 race series).
It is a good way to get information and feedback, however boards are a pain to maintain with all the spammers out there. I closed two of mine down that I felt did not warrent the hassle vs the low use.

I have a Blog that works well for individual race feedback. Doesn't get alot of comments yet but I think will improve this year. Only thing is you have to create the initial post of the race. Takes some time but if feedback comes in it is worth it.
Yep, I use vbull. same as this board.
It's something I would like to see my big race go to next year. We have a training program and no other local forums for runners. Then again, technology is confusing to people out here in the cornfields!
From experience with helping on boards from other topics, vBulletin is the ONLY method I would dream of...
